Human resources development strategy for the Karlovy Vary region has been prepared by the initiative of Karlovy Vary region with the objective to define priorities of further regional development for effective education quality improvement, employment development and competitive business environment development.
This strategy must not be regarded as an „Educational System Development Strategy“. It is mostly focused on the identification of problems and on administering appropriate measures of the region's economical development, for which the human resources are a key factor. Substantial economic growth of the region cannot be expected without the proper human resources. Educational system becomes a short term, mid term and long term tool for creating quality human resources. First, for this particular reason an analysis on regional economy has been conducted from the perspective of human resources and consequently implicit areas, related to human resources, had undergone similar analysis.
In the long-term horizon, strategy implementation outlined in this document should improve the availability and quality of human resources, which should lead to effective business development in areas with high added value. Consequently, this should contribute to competitive strength of Karlovy Vary region as well as to quality of life within the region.
